Control measurement verifies the actual quantities and value of completed construction, installation and repair works against the design, estimate and as-built documentation. An energy audit is a comprehensive facility assessment covering energy-resource consumption, energy-efficiency evaluation and energy-saving recommendations. The results are formalised in reports and professional opinions based on document review, inspections and instrumental measurements.

Answer three questions — find out which requirement applies to your facility, the deadline and the legal basis.

  • If annual consumption exceeds 4000000 kWh of electricity or 375000 m³ of gas, the entity is a subject of the State Energy Registry; periodic energy audit is mandatory.
  • Periodic energy audit — at least once every 5 years (Law No. ZRU-940).
  • A building with a usable area of more than 200 m² is assigned an energy-efficiency category and an energy passport.
  • The volume of work performed in budget-funded construction is subject to control measurement.

Construction control measurement

Is the figure in the acceptance act really on site

The contractor submits the acceptance act, the client signs and pays. Later it turns out that volumes were overstated or materials substituted.

We measure on site with the parties present and compare every estimate item in three columns: per documents, actual and difference.

Frequently asked questions

Who is required to undergo an energy audit?

Under Law No. ZRU-940, periodic energy audit is mandatory at least once every five years. For enterprises included in the State Energy Registry and organisations with state participation, the audit is mandatory; for others, it is voluntary.

Which buildings are assigned an energy-efficiency category?

For buildings and structures with a usable area of more than 200 m². The energy passport is issued for new, existing, reconstructed and modernised facilities.

Does construction need to stop for control measurement?

No. Measurement does not interfere with the work process; concealed works are recorded before they are closed up.

Can an energy audit be done without stopping production?

Yes — on the contrary, measurements must be taken under real operating conditions.

Are our documents shared with third parties?

No. Documents are used only within the scope of the contract; the information security system is certified to ISO 27001:2022.
